Feline Guardians Japan is the official Japan chapter of Feline Guardians, a global network dedicated to ending animal cruelty, particularly against cats. We work to raise awareness, document cases, and advocate for stronger animal protection laws in Japan and worldwide.

China has no animal cruelty laws which has allowed groups of psychopaths to create what we refer to as "torture networks". These networks operate much like an online business or online community and utilize social media, messaging apps, money exchange, and web services to grow a community that enjoys extremely cruel torture inflicted on kittens and cats. Most other countries have laws against animal cruelty, making such organized networks illegal and subject to prosecution.
The torture networks are prevalent in several regions including Wuhan, Guangdong, Guangxi, Henan, and Anhui provinces. Major cities like Beijing and Shanghai have also seen activity. However, the online nature of these networks means they can operate from anywhere with internet access.
While the majority are likely Chinese nationals, there have been foreign participants identified from countries including the United States, Russia, Saudi Arabia, and India. This is a global problem that transcends borders.
From May to August 2023, there was widespread outrage among Chinese animal lovers and activists. However, police have not prioritized dismantling these groups, and social media platforms often suppress related news. Many Chinese citizens are frustrated by the lack of animal protection laws and are advocating for change.
There are no animal cruelty laws in China. Without legal consequences, abusers operate with impunity. Additionally, social media platforms and authorities have been slow to respond, and the networks use encrypted messaging and private groups to evade detection.
Many of these torture networks operate on Chinese platforms or use encrypted messaging services that are difficult to monitor. International platforms may remove content when reported, but the networks quickly migrate to new platforms or create private groups. Additionally, jurisdictional issues make enforcement challenging across borders.

The Feline Guardians community is volunteer-based. We have not set up fundraising campaigns. Please donate to local rescue groups in China and/or registered animal organizations in your area. Be cautious of potential scams requesting donations in the name of Feline Guardians. Always verify the legitimacy of any organization before donating.
Feline Guardians is a strictly apolitical organization. We are dedicated solely to the mission of stopping cat torture and abuse. Our work is focused on animal welfare and operates independently of any political affiliations or influences. Our commitment is to the protection and well-being of cats, and we do not engage in any political activities or endorse any political parties or candidates.
