Detained: How Chinese Volunteers Brought Dog Abuser Li Meng to Justice
On June 10, 2026, the Chongqing Public Security Bureau imposed administrative detention on Li Meng, a 39-year-old man who obtained dogs under the false pretense of adoption and abused them. The result was achieved through the tireless efforts and unity of volunteers across China.
On June 10, 2026, the Liangjiang New Area Branch of the Chongqing Public Security Bureau announced that it has imposed administrative detention on Li Meng (male, 39). An investigation revealed that Li obtained a dog under the false pretense of adoption and subsequently inflicted injuries upon it, resulting in the animal's death.
In its public notice, the bureau stated: "In accordance with the Law of the People's Republic of China on Penalties for Administration of Public Security, this bureau has imposed administrative detention on Li. The police urge the public to care for living creatures, reject violence, and work together to uphold civility and social order in the city."
The case began between late May and June, when an animal rescuer was deceived by Li Meng about his identity. She handed a rescue dog over to him, only to discover later that he was a man who abused dogs. Her attempts to negotiate the dog's return or involve the police proved futile.
According to neighbors, the sound of puppies yelping could be heard coming from Li Meng's home in the early hours of the morning over the course of two months. When confronted by the people who had entrusted dogs to him, he would block their contact information or evade responsibility with made-up excuses.
Upon learning of the situation, local animal advocates immediately exposed the incident and mobilized volunteers via WeChat groups and social media. Volunteers initiated live streams to raise public awareness and condemned the inhumane abuse.
Under this pressure, Li Meng surrendered one of the abused puppies. A veterinary examination revealed multiple fractures, a severed tail, and lung hemorrhaging caused by blunt force trauma.
Throughout the process, animal advocates provided real-time updates across major social media platforms, continuously amplifying public attention - until the authorities acted.
This detention was achieved through the tireless efforts and unity of volunteers across China. It is also a reminder of why so many people in China keep calling for real anti-animal-cruelty legislation: meaningful consequences for cruelty should not depend on public outcry alone.
